It's not so much disbanding the entire force as reimagining the whole system. Limiting police to police functions like investigating crimes, but

moving "policing" of neighborhoods to more social services and providing better resources to help people get out of situations that lead to crimes. Police shouldn't be managing the homeless population. Social agencies should do that. Domestic crimes may be better addressed by social agencies (who can call for police help when needed). These kinds of things. But I do think it requires way more than local resources to really effectuate these changes. Available, affordable healthcare, more social(ist) programs to raise the floor on poverty, etc.
