Vox has a great little explainer on what it means to "defund the police" (and it doesn't mean "zero out the police department budget").

I think a better term might be "divest" rather than "defund." The intent isn't to eliminate law enforcement activity, it is to get someone else -- other than the police -- to handle activities outside a certain scope.
