best example i've heard is on homelessness. police are often asked to address the homeless population in a city.

they are given tools for violence, they don't have the tools to help homeless people. police aren't going to house people, they're going to antagonize them.
you take that away from the police, put social workers in charge of it. police may occasionally be called in, but they are not on the front lines. but that money used for policing homeless people is removed.
same with mental illness - police should NOT be called for mental illness incidents, they're not prepared to handle it. they shouldn't be in schools or hospitals. they shouldn't be buying military equipment.
the best way for a black person to stay safe is to just not encounter the police (local DSA holds headlight/taillight replacement clinics, a leading cause for being pulled over). i doubt we'll root out the white nationalism that's taken hold in the police department, but if you starve them out, they won't hold the same power.
