too wishywashy. reforming the police can mean any number of different things, effective and not.

entrenched interests will co-opt it towards "not".
while I agree with you that it's intimidating from a rhetorical pov, defunding the police is a specific ask. Now, the conversation has to focus on what are the implications of that, rather than how can we get around it to make sure nothing actually changes.
