Eh, I don't totally agree with that. The chief of police in Dallas (I think he was the chief)...John Oliver showed part of his speech

Where he talks about cops spending a lot of time and energy on things that aren't actually enforcing the law and solving crimes.
The whole point is that the same amount of money gets spent - but it's moved around so that the cops aren't being called for every goddam thing that happens in the nieghborhood.
