those sorts of changes cost money. what agency/department is going to do this? is it integrated into the 911 system? are they setup for 24hr on call -- (edited)

services? are they part of a new department which oversees them, and the police, and others? how will they be funded going forward, will the tax levies for police being changed (they are laws in many citites, passed by citizens, which will have to be changed)? will they go buy themselves, or be teamed with say specially trained police? what other services need the same setup?
Just taking money away from a police department wont fix this, it will require lots and lots of lots of work. that work will take years (depending on the size of the City) and have lots of missteps. and during that time, the police will still have to work out a lot of this on their own.
I understand and agree with the changes that need to be made, but they wont happen quickly, and they need a ton of upfront planning and development, which takes money, money that most municipalities dont have right now due to the economy.
so federal funds, to encourage more local policing, would help cities take funds and figure out how to do all this without a drop in current services (or a more significant drop).
