Who originally charged Flynn? He agreed to a plea bargain with Mueller so does that mean that the Justice department charged him through Mueller?
No matter the evidence, the judicial branch can't force the executive branch to bring charges, correct? Is it different here because he already plead guilty?
I get that it's an abuse of power, but legally what is the judicial branch's authority to say they can't drop charges?
Of course, there's the pardon option but that comes with an admission of guilt.
