...I know it's just as frustrating to cops as it is to civilians when people get arrested who can't be prosecuted. We have a homeless problem in our town - as do many other towns and cities. If a homeless man spits at a person as they walk by, that person would surely want the homeless man arrested. But the likelihood that the homeless man is going to be convicted are slim, and even if he is, he'll likely be fined and released.
