If there are empty seats and people outside to fill them, they will let people in. They have no reason not to. I don't think they care how many tickets they give out, since they're free. I don't even think "sold out" is a thing with them, although I'll admit I haven't checked. I don't think they're tracking the numbers of tickets they give out at all - it makes no sense to and gives no value. Why they're waiting in line makes no difference to this. I'm not in disagreement that they're cult like, but that's *why* trying to scrounge up all the tickets means nothing.
