It's kind of an interesting appropriation given the inspiration material. Actual fans refer to themselves as 'stans' in a positive sense

As well as those who use it negative when fans seem more like fanatic..
Knowing the lyrics and subject matter of the song, I have a tough time trying to think of the term as positive. The whole point of the song is don't be that type of fan.
