I live in Arizona so i can give you some possible reasons

The Govenor is Republican and he was actually doing fine till Trump visited so im guessing Trump convinced him to reopen sooner. Also Arizona is being considered for the resumption of MLB and that big money to the economy even with out fans. If you wanna know where his priorities are he is the only Govenor to put a curfew after the protest for a whole week while other Govenors were doing it on a day to day basis.
