Yep, same thing happened to me back in January. Fedex said the first package was delivered, called Chewy and told them I didn't get it -

reshipped at no charge and the original showed up a couple of weeks later. Called to suggest they consider that to be the next delivery due in two months and bill me for it.
Nope - "that's yours, no charge"!

I've had to delay the shipments twice since then because the cats aren't eating as much as I'd calculated :)
