Exactly. Once they're called, they have purchase to kill. So the natural response becomes their excuse to exercise their power.

And they don't see the problem, because to them, they are only following their regulations and rules.
The man ran. The man allegedly tried to defend himself. So they shot the man for defying their authority. Because once they are called, they have to follow their regulations: they have to talk to the person, they have to identify the person. If the person runs, they have to be treated as guilty of something.
