One difference is that monuments usually depict one person in isolation. The portraits are one of many displayed together. -- (edited)

Taken as a whole (multiple paintings hung together in the same room), I'd argue the portraits are a monument to speakership, which I don't think anyone would say is controversial. The four being targeted weren't painted for their role in the Confederacy, they weren't painted at the opportunity cost of painting/hanging others, and I presume they weren't hung decades after service in an attempt to revive their notoriety.
When a sole Confederate general is situated along a blvd distant from any other monuments of individuals, in military attire and pose, that's clearly honoring the Confederate cause.
