Yeah. It seems to me like you could infer that they are saying States have a lot of freedom with what they do with their electors

Want to force them to abide by the state's popular vote, go for it.
Want to split them by Congressional district, go for it.
So you could read it as:
Want to force them to abide by the national popular vote, go for it.
