I've always felt that there's something in the polling process itself.

Of course we know that phrasing of a question can have a huge impact for one thing, but I've always thought that there's something in the nature of the cold calling that has some impact. Maybe 1 of 10 people called actually responds and those that do may either be more vested in the subject than others, annoyed enough about the intrusion to decide to screw with the results or are simply trying to get off the phone as quickly as possible and not answering thoughtfully. If polling were really that accurate I think there would be less variation in results. Sometimes you have 2 polls with results that don't even fit within the margin of error of either poll. That shouldn't happen if it's accurate.
