Primary voters? Trump says what he thinks, he does what he wants, he supports the things they support and doesn't care about the things they think

are a waste of time, he's not a politician, he reassures them they'll be safe, he's simple not sophisticated, he's been on TV and a businessman not a politician, etc.

I get Max's point though, in that Trump's not a Republican, he's an insurgent. He appeals to people who would previously claim to "I'm not interested in politics" because there wasn't anyone in politics who was saying the things they wanted to hear. If Trump disappeared and the Republican party went back to being the party of Mitt Romney and Bob Dole types, those people would go back to not being interested in politics. They value Trump over the party, so partisan doesn't exactly fit.

Maybe in a decade's time, if the Republicans keep on with Trump-style leadership and Trump-style policies, these voters will be partisan but not yet.
