What the proper precautions are here is also big. Daycare are operating at 25% capacity, which might mean about 10 kids. Are schools gonna run that way too? What do you do for the kids who don't get to go that day? What do their parents do? How do you have a test when 3/4 of your class isn't there? What about parents who aren't comfortable with the procedures?
These are not unsolvable problems, but there's no evidence that Trump and co have any interest in doing the work to cut through them.
