A grand jury is one of the most delicate things in our constitutional structure. If you fuck around with it, even the prosecutor can go to prison.

They can certainly try to issue subpoenas, but here Vance had a very specific investigation into payments made in New York to stormy Daniels and a clear reason for the returns

Surely, state prosecutors are going to try and harrass presidents with it...but...they will have to be careful.
