FYI, if you're in conversations about or providing comments for creation of Citizen Review Boards of Police, DOJ released a really good doc in 2001.

It's 181 pages, but really good reading, very practical. That coupled with some newer case studies is giving some good info. Our county has public comment until end of the month on it, but they're very progressive and i think will implement it. They just hired an investigator for police issues tied to the commonwealth attorney for the county (not where i want them, but okay, it's a start).
