I would presume it's governors who chose public safety over partisanship.

I'm working at the moment, but I quickly glanced at the numbers.

Massachusetts topped out with new cases on April 24 and has only had 4,300 cases in three weeks.

New Hampshire had had 1,300 since June 1st. Vermont is at less than 1,300.

Maryland has listed 19,000 cases since June 1st, only about 4,500 of them coming in July.

So, my guess would be as these citizens read about the grotesque incompetence of other governors during the crises, they feel better about their own public servant.
