Why was the WDW reopening so different from the Hong Kong Disneyland reopen? Or were they different? Is it just media coverage different?

As it is entirely possible that it is just my perception filtered through the media, I'm curious as if the openings were as degrees of safety different as I perceive them or if that's just the way they were covered.
