Ummm, no. This was unusual. The Supreme Court has moved into "quick and immediate denial of last minutes stay petitions" mode---this is the first ti

me it has been applied to the federal government.

Also, there was not a "motion" pending, there was a stay issued by the District Court, which had not been vacated by it (but that's a weak argument from the Sawyer, the stay was essentially vacated by the SCOTUS)

This is NOT a usual exeuction.
