Not trying to defend, but looking for an explanation for a decision that seems very strange.

It doesn't make sense to give DOMA a full-throated defense, defend it only so far as you are obligated to.
Either he lied about his feelings re: DOMA and DADT during the campaign or he's become a political coward on these two issues.
