The problem typically is lack of existing budget to pay for the widening/new road upfront. So they finance them with toll revenue. -- nm

- I agree. I don't know the specifics of the toll authority in FL but I would hope toll revenue is specifically set aside for roads under them. -- nm* - Strongbad Jul 21, 07:15
