I am confused by this. He's sending federal whatever they are to Chicago to quell protests because of shootings on the south and west sides?

The shootings are black on black violence for the most part, so is he trying to show that black lives matter? Or is he trying to suppress protest because they don't?
He can't make the excuse he's protecting the statues on federal property or even property because the protests aren't happening there. And the statues they have fighting over are on Park District property.
Highways? Nope, Lake Shore Drive has been closed down a few times, but it belongs to the state.
And the head of the police union has no standing to be asking for federal whatever to be sent in.
