In brief searching it seems that eBay sellers tell or eBay tells buyers they are responsible for all customs/import taxes. It is unfortunate that

they didn't know or you didn't communicate that there would be insurance applied to the shipment (though one could argue that they should assume this for anything of value). If you wanted to be a nice guy you could offer to split it with them but ultimately, it doesn't seem like it is your responsibility for their taxes/fees.
