I think it depends on a lot of things. The age of the kid, the personality of the kid, the babysitter. It's mostly that it's easiest for the parents

and kid to have the sitter over. Some of it is actually consideration for the sitter since kids can cause a mess and be destructive at times. But also, all the kid's stuff is at their house, they're liable to be more comfortable and easier to take care of at their house too. An older kid might be easier to move elsewhere.
