The Phillies have demanded more tests because players are skeptical over the results. Unbelievably, MLB didn't want to test them multiple times since the owners got the results they wanted on the first try.

Washington has refused to play the Marlins. MLB will have to decide whether the request is fair. You can guess what Manfred will decide.
