Pretty much exactly what happened. It gave MLB an easy out to not suspend an entire team and players on other teams.

They claim they can't get any info if they don't offer blanket immunity and in turn they don't have to do the hard work of an investigation, suspensions, lawsuits, etc.

They suspended a couple of coaches, the owner gets a slap on the wrist and everyone else gets away with it as well as keeping their stolen WS trophy. It's just a hunk of metal to Manfred who at this point I'm not sure really even likes baseball.
