Speed limits are valid everywhere, but the risks of not complying with them are different in different places.

eg it's more dangerous to speed through a red light intersection than it is on an uninterrupted stretch of road.
And it's riskier to speed on a street that has a lot of pedestrian traffic, like a main shopping street or a street with a school on it, than a street that has none
So they put speed cameras in places where there is the greatest risk of an accident. These cameras are all on streets that have schools.
