Two issues I have: 1) The only place where we apply assumed guilt is when we fine owners without knowing they are drivers.

2) Cities should make it a rule that the highest ticketed locations annually are reviewed to try and engineer better compliance. For example, if one location has three times the tickets, is the speed limit appropriate? If yes, how can we engineer a slowing down?
