AZ and FL would have become hot spots while they were playing. It wouldn't have worked in either state, especially AZ. It's way too hot -- (edited)

during the day to play baseball outside and they don't have enough indoor stadiums to accommodate the teams.

Florida has a bunch of spring training facilities but they're not up the standards of a MLB stadium and most lack the ability to broadcast games as we're used to seeing them.

The issue is simply that the virus is still going strong and as long as they're not in a bubble there's a chance someone will catch it and spread it to the other players.

Without a bubble I don't think there's a safe way to do this.
