I agree with mandy lane. At least that's the context when I was working at The Firm.

We sent a lot of stuff to Japan and Korea, and "by courier" meant via DHL or FedEx, whichever happened to be cheaper.
The only time I ever saw anything go by personal courier was a set of jury exhibits for a trial, and that was sent "by personal courier agent" or somesuch language.
