Microsoft xCloud won’t be launching on iOS because Apple wants to approve each game individually.

Microsoft is pitching xCloud as a sort of Netflix or Vudu for gaming. You’re streaming the games, not installing them on the device. Stadia is also banned from iOS.
In addition to video streaming services, there’s other analogies too, like Zinio for magazines. If Apple sticks to its guns and refuses to allow Game Pass on iOS, there may be some real anti-trust issues here.
