You give a strong central response; you fund all the PPE purchases from a central hub and then disperse at cost to the states.
None of this shit like Baker in MA or Hogan in MD having to contravene private relationships with foreign manufacturers because the feds keep pilfering the goods the states are buying. That basically made is so there were 52 customers (50 states, DC city and DC fed) buying at once. There's no bulk pricing help there, and 51 losers. The only 2 winners are the guys getting the PPE and the guys making the PPE.
Wild west procurement isn't what you want in a crisis.
