I wonder how many of these banks were the ones in trouble to start with

they gave money to a lot of entities who weren't in trouble just to keep greasing the wheels of the credit markets.
That danger seems have disappeared and these otherwise healthy banks are eager to get out from under the rules imposed; not that they have done gangbusters in the last 5-6 months or anything.
