The murky, byzantine world of international shipping, shell companies, leases, subcontracts, forged papers, 3rd world registrations, nobody owns...

the ammonia fertilizer in the beirut warehouse, sold by a Georgian company, load worth 700,000 back then, was supposed to go to an african munitions company who wasn't going to pay till delivery, shipped on the most derelict transports, who had to forge some insurance papers to get out of port in spain before this run, redircted to beirut to pick up other cargo when it broke down, leaked and sank.
