not to mentnion impossible.
So what we do instead is we increase the severity of the punishment of the criminal action, if it is shown that it was motivated by thought which, if perpetuated, would only cause to inflict further harm upon our society, in order to reflect our society's values that these thoughts are counterproductive to our stated ideals.
