I'm not sure that Apple charges to be on the Apple TV hardware as they make money on the hardware and don't have to make it up in fees

They take a cut if one spends money in the Apple eco system to subscribe to a service by adding it as a channel under Apple TV but I'm not sure that they charge for just having an app which is why both HBO Max and Peacock were available on day one
The flipside is that the Apple TV hardware starts at $149 and the 64GB 4K version is $199
Though I guess that puts it at exactly the price points of the NVIDIA Shield hardware which is truly a service agnostic piece of hardware and is priced to make money from the initial sale
