My understanding is that inverse condemnation means they don't even need to be sued to have to pay up, leaving them at the mercy of a state bailout... -- (edited)

which, in 2018, never came, incidentally screwing over one of the clients I work on, who was invested in PG&E pretty heavily, when they ended up having to declare bankruptcy.
