That's not how inverse condemnation works. They were sued for starting the Paradise and Kincade fires. They declared bankruptcy, worked out a

settlement and made a deal to sell off their physical assets. It had to be approved by the Public Utilities Commission and signed off by Newsom. He stopped the deal, made them come up with more money and has been threatening to take them over ever since.
