It's tricky but PGE is not entirely private or public. There are over 100 different PG&E entities in Northern CA, all with different shareholders.

They're publicly traded. The State doesn't want to take them over by eminent domain, they want to revoke their utility license and force them out. It's a problem for Newsom because the shareholders vote and they want to keep getting dividends even if the State burns down. They're not in Southern CA. Our house in Northern CA, which is a 2nd home where people go maybe every few months, has double the monthly electric bill of my house in LA where I live. It's ridiculous. It's so expensive they let you prorate it over the year because it's the ac that is really expensive.
