As far as I know they are treated as first class mail, but it's a pretty inexpensive way if it calms your doubts and fears. You could also just drop - The Un-Notorious H-Mogul Sep 20, 09:33 4

You don't need to do that but it seems that some people are trying to avoid any issue where the ballot isn't counted because it lacks - Krusty Sep 20, 09:30
