So what country would you like to compare it to? Every country outside of Central America allows carryovers of losses.

The US rules on losses are now more strict than most of the rest of the world in how they are used.
Business expenses are also deductible from every single income tax regime in the world. That’s why it’s an income tax.
You can rail how evil we are but it’s in line with the rest of the world, even the beloved Nordic states.
