I have been trying to think of how to explain, and the best short answer I have is that it's complicated. -- (edited)

Think about comparing FL and NY, for instance. NY has more deaths per capita, and there are reasons for that. It was earlier, the hospitals were overwhelmed, we didn['t understand as much about how to treat it. ALso, NY is MUCH further along in the pandemic, whereas FL is likely to see many more deaths before it's over. So you can't just take per capita out of context and say, FL did a much better job than NY. It's simply not true. FL has done an absotely shitty job and NY has done great. THat's exactly what Trump cultists try to do. They take per capita out of context to pretend that Donnie didn't fail, or that liberal cities did a terrible job, etc.
How do you compare US and Belgium? You have to look at multiple statistics and put them in context.
