A different scenario that came to mind over the 25th Amd's "unable to discharge the powers and duties of his office." -- (edited)

What are the duties specified in statutes that obligate even a lucid president to perform them? A President can pocket-veto legislation, so he's not obligated to sign things. He's not apparently obligated to fill vacancies. He does have to provide some form of State of the Union.
But the 25th Amendment refers only to "unable" not "disinterested" which would be argued doesn't constitute high crimes and misdemeanors for impeachment either.
So if you have a President who just goes out and golfs or sits inside just Netflixing and chilling every day, is there a mechanism to remove them?
