it's easy. 1st: make a good vegetable/chicken stock base. then, saute some diced onions + carrot + garlic, add a slew of cubed potatoes ...

+ sweat 'em briefly. then add the stock. bring it to a quick hot simmer + just keep it just under boiling until the potatoes are cooked through. take it off the heat, add some herbs (whatever you want--thyme is great, oregano, parsley etc. potatoes are mile, so it's a great canvas for whatever). let the potato broth + potatoes cool a bit and puree the hell out of it in a blander. add milk or cream just after blending if you want it creamy, put in salt + pepper to taste. reheat beofre serving and top with chopped green scallions.
