if location is the only factor, and you changed your location a year ago but something went wrong on their end and they didn't change your rate plan to your new state, you should get a prorated refund with the difference.
you can't expect to get the -entire- premium back - that's not really fair to them. you were ensured.
but if you want to get some money back, you should hold off on cancelling until you have a check in hand.
