I'm going through this right now. It was her responsibility to change the plate to MD and alert the insurer of same.

When she rang to change the address, the insurer should have told her about her responsibility as regards changing the state in which the car is registered. Maryland should have required proof of Maryland insurance. Rhode island should have caught the fact that the car's registration and insurance didn't match.
The ultimate responsibility is kelly's though.
